Job Summary:
We are seeking a bilingual (English and Arabic) Project Coordinator with a solid background in the electricity and power generation sector. The successful candidate will possess extensive knowledge of production methods, distribution systems, and the related infrastructure supporting power generation. This individual will engage with industry contacts, advance existing and new projects through the Libyan regulatory processes, and identify new business opportunities within the sector.
Key Responsibilities:
- Engage with stakeholders in the electricity and power generation sector to progress documentation and projects through Libyan regulatory processes.
- Monitor tender listings and relevant platforms for opportunities within the power generation industry.
- Review and analyse tenders and proposals, ensuring they align with company objectives and regulatory requirements.
- Collaborate with the line manager to identify challenges and provide actionable solutions for progressing tenders and projects.
- Build and maintain a network within infrastructure companies, potential target clients, and related industries such as oil and gas.
- Communicate and liaise with clients, vendors, and regulatory bodies to ensure timely achievement of project goals.
- Prepare reports, manage documentation, and ensure compliance with regulatory standards.
Education and Qualifications: (All or some may be required)
- Degree in Electrical Engineering, Mechanical Engineering, Energy Engineering, or a related field from a recognised Libyan university or an accredited international institution. Advanced degrees or additional training in energy systems or project management are a plus.
- Relevant Certifications: Certifications in project management or industry-specific qualifications related to electricity and power generation are advantageous.
- Sector-Specific Training: Completion of specialised training programs offered by institutions such as GECOL, the Libyan Electrical Engineering Society, Libyan Petroleum Institute, or similar organisations focused on energy and power generation.
- Experience with Libyan Regulatory Processes: Practical knowledge of Libyan regulatory and approval frameworks for electricity and energy projects is essential.
Required Competencies:
- Fluent in both written and spoken English and Arabic.
- Strong understanding of the electricity and power generation sector, including production methods, distribution infrastructure, and regulatory frameworks.
- Familiarity with Libyan tendering, procurement, and project completion processes.
- Experience in reviewing and analysing business opportunities within the energy sector.
- Excellent problem-solving skills and the ability to work independently or under supervision.
- Strong organizational and time management skills, with the ability to manage multiple projects simultaneously.
- High level of proficiency in Microsoft Office and relevant project management software.
Desirable Competencies:
- Established network within the electricity, oil and gas, and commercial sectors to facilitate market entry and problem-solving.
- Previous experience in project management or business development within the power generation sector.
- Knowledge of international standards and practices in power generation and infrastructure projects.

- Analyse tenders and proposals to ensure alignment with project goals and company strategy.
- Collaborate with the line manager to resolve issues and offer actionable solutions to advance projects.
- Build and maintain relationships with companies, clients, and key stakeholders in the oil and gas industry.

- Relevant Certifications: Certifications in project management (e.g., PMP or Prince2), health and safety (e.g., NEBOSH), or industry-specific qualifications related to oil and gas exploration, production, and distribution are desirable.
- Sector-Specific Training: Completion of training programs offered by Libyan institutions such as the Libyan Petroleum Institute or other recognized bodies in oil and gas exploration, production, or project management.
- Experience in Libyan Regulatory Processes: Familiarity with Libyan regulatory frameworks and approval processes for oil and gas projects is essential.
Required Competencies:
- Fluency in both written and spoken English and Arabic.
- Strong understanding of the oil and gas sector, including exploration, production (onshore and offshore), distribution, and supporting infrastructure.
- Familiarity with Libyan tendering, procurement, and project management processes.
