In April 2022, President Biden announced the United States would prioritize engagement and partnership with Libya under the U.S. Strategy to Prevent Conflict and Promote Stability (#PromoteStability). The strategy is a long-term initiative to realize the goals of the landmark Global Fragility Act, an innovative effort to foster a more peaceful and stable world. It is bolstered by additional U.S. investment in Libya’s stabilization and represents a significant U.S. commitment to support Libya’s resilience and progress toward a more peaceful future.
To support Libya in breaking the cycle of instability, the United States, in close consultation with Libyan partners and the international community, has developed a 10-year strategic plan. The strategy orients our concerted efforts toward a shared goal:
“Libya is governed by a democratically elected, unified, representative, and internationally recognized authority that is able to ensure human rights, deliver public services, promote inclusive and sustainable economic growth, secure its border, and partner with the United States and international community on shared priorities.”
Through this plan, the United States will apply a scalable and sequenced approach across four overarching objectives to support the long-term peace and stability the Libyan people deserve:
OBJECTIVE 1: Libya advances it’s transition to a unified, democratically elected, stable political system that has broad participation by, and acceptance from, Libyan society, and can effectively and equitably deliver targeted public services and protect the human rights of all Libyans
OBJECTIVE 2: Libya better integrates the historically marginalised South into national structures, leading to broader unification and securing in the southern border.
OBJECTIVE 3: Libya progresses towards a civilian-controlled, unified military and security apparatus with a monopoly on the legitimate use of force that is capable of maintaining stability and contributing to regional security goals.
OBJECTIVE 4: Libya’s economic and business environment fosters sustainable and equitable economic growth, mitigates corruption, and enables better management of revenue.
The plan to #PromoteStability in Libya builds upon and strengthens constructive partnerships to achieve these objectives and support the Libyan people in their broader aspirations for stability, accountability, and responsive governance. Initial areas of focus include community-level programs that can be scaled up to support national elections, Libyan-led reconciliation, and better integration of historically marginalized areas that are crucial to stability for Libya and the broader region.
